Restart Moodle after a shutdown

I have installed a BitNomi stack with Moodle 2.0.2.0 on Windows XP, and after installation it works fine.
However when I shut down the computer and then restart it, I cannot get Moodle to start again. Internet Explorer (or Firefox) won’t display the site.
I used URL http://10.30.4.40/moodle/ which again works fine before shutdown, but not after.
“Start BitNami Moodle Stack Service” makes no difference.
What do I need to do?

Could you check the services in the Windows service panel? It is possible that other applications are taken the same ports, for instance skype uses the 80 port.
